The Chongqing Municipal Commission of Discipline Inspection announced Saturday that Wen Qiang, director of the Chongqing Municipal Judicial Bureau, is suspected of “serious disciplinary offences,” but didn’t elaborate, the Xinhua News Agency reported.

An official from the bureau told Caijing Magazine that Wen’s case is related to his alleged harboring of local gangs.

A local policeman surnamed Shen told the Global Times yesterday that although no formal files had been issued, inside information showed that Wen was targeted for his involvement in criminal organizations.

“I heard a lot of rumors about his ties with gangs as early as 1999, when I joined the police force,” the officer said.

Wen, 54, served as deputy director of the Chongqing Public Security Bureau from 1992 to 2008.

The new scandal follows the local authority’s ongoing investigation of Zhang Tao, vice president of Chongqing’s higher court, and Wu Xiaoqing, an official with an intermediate court, who are accused of helping gangsters manipulate the price of a piece of land in an auction. That investigation was announced July 16.

The fight against mafia-style gangs in Chongqing escalated after Wang Lijun became director of the Public Security Bureau last year, according to Shen.

Wang was once the Public Security Bureau director of Tieling, Liaoning Province, and was known as an “anti-mafia hero.” He was named deputy police chief of Chongqing in June 2008 and then promoted to chief.

“Some gangs hide behind a legal business and fund their illegal activities with its earnings. (The gang members) have also entered into many industries through blackmail, extortion and usury,” Wang said at a July 31 conference with entrepreneurs and bankers.

According to Wang, loan shark activities by gangs in Chongqing last year are estimated to have totaled over 30 billion yuan ($4.4 billion), equal to a third of the city’s total fiscal income.

The total assets of one gang, for example, reached over 3 billion yuan, a quarter of which came from acting as a loan shark.

“The overseas accounts of the criminal gangs have been frozen,” Wang said.

The authority found that some local businesses have long been hassled and blackmailed by gangs, and even some famous enterprises have fallen victim, while some others joined the gangs.

“A police insider from Chongqing has revealed that these anti-mafia activities not only strike against mafia groups that are a threat to the general public, but also involved a number of officials – including police officials who have been brought down in quick succession,” the 21st Century Business Herald reported last month.

On July 21, Li Qiang, a representative of the Chongqing Municipal People’s Congress and the director of the Yuqiang Group, which focuses on real estate development and transportation, was detained for adopting illegal methods in grabbing control of Chongqing’s public-transportation market.

A mobile phone confiscated from Li contained text messages exhorting him to flee, the report said, adding, “It is said that at the time of his arrest, a number of insiders were among those who sent him text messages.”

Chen Mingliang, chairman of the board of directors of the Chongqing Jiangzhou Industrial Company, was detained recently after an investigation into a case of unlawful possession of weapons. He had also served as a representative for the local People’s Congress.

Gong Gangmo, who claimed to be a former motorbike sales legend, has been detained for alleged gang crimes in connection with the land-auction case. Authorities say he manipulated the land-auction price with court officials.

“The involvement of officials as an umbrella for gangs is not a parameter for the seriousness of crime cases. Gangs prey on officials when they (the gangsters) find certain public servants can be useful in protecting them,” Li Wei, a crime expert at the China Institute of Contemporary International Relations, told the Global Times.

The number of gang crimes has been on the rise in China, Li said, noting that “buying protection” is a common practice for gangs worldwide, and China is no exception. Gang crimes, however, vary throughout the country.

After the nomination of 16 newly-assigned bureau leaders Wednesday, “the most important work now is to draw up a detailed game plan by the end of August, which will determine whether the reform will be successful, ” Wang Min, director general of the Personnel Bureau of Shenzhen Municipality, told the Global Times yesterday.

Seven “policymaking commissions” under the mayor’s office will be created around core issues such as development and reform, science and trade, finance, urban planning and State land resources; traffic, hygiene and family planning, and the environment.

Each commission will also oversee “policy execution” bureaus. The remaining government agencies will act as supervisory bodies.

After the reform, 46 government departments are expected to be incorporated into 31.

Some bureaus will be phased out and others will be combined. The former bureau of personnel and the bureau of labor, for example, will be combined into one.

The reshuffle will exclude seven departments at the bureau level – public security, education, civil affairs, justice, auditing, checkpoints and Taiwan affairs.

“The main purpose of the reform is to make the function of each bureau clear and reallocate staff to help the government run more efficiently,” Wang said.

Although administrative reform is considered the most challenging and most important aspect of the ambitious program, the nomination of new leaders was so speedy that even several nominees themselves had no idea about it before the result was unveiled.

Shen Qingsan, the new director of the Market Administration Bureau, revealed in his campaign speech that he knew about the nomination only a short time before getting on board.

“I hurried back, I didn’t even have time to prepare for my speech,” he said.

Although the official claimed that nobody would be forced to leave their jobs, the newly nominated leaders have already considered the personnel issue as a top priority in the overall reform.

“Five departments of our bureau had to amalgamate, so the dilemma of how we are to arrange all these people is tough, ” a new official, who asked to be anonymous, told the South Daily.

Prior to the reform, some mid-level officials had already worried that they might be demoted, since there were not enough positions for them after the abolition of several bureaus, according to the South Daily.

Du Gangjian, director of the Law Institute of Shantou University, who was a participant in the reform plan of government administration in Shenzhen, said, “It is hard to avoid the fact that the reform will definitely hurt the interests of some bureaus and officials.”

Actually, there are some doubts that the reform might remain stagnated since the former mayor, Xu Zongheng, was removed from his post for “serious disciplinary violations,” in June. He was reported to have accepted bribes during his tenure in office.

However, amid the ongoing reform, it’s unavoidable that the shake-up will face doubts and pressure from both the public and officials.

“I don’t think there will be any improvement after the reform, since I don’t believe the work efficiency can be improved. What I am really concerned about is whether the reform can really reduce the government’s expenditure,” Li Ming, 28, a staff member of a foreign company in Shenzhen, told the Global Times.

Ding Yifan, a scholar at the Development Research Center of the State Council, warned, “The reform of local government should be carefully and scientifically analyzed before its implementation.”

Turnover fell to 80.90 billion HK dollars (about 10.45 billion US dollars) from Friday’s 83.64 billion HK dollars (about 10.80 billion US dollars).

Traders expected the strong liquidity in the territory to keep providing near-term support to the blue-chip index, which could test 20,500 this week.

The continued fund inflows have prompted the Hong Kong Monetary Authority to sell a total 33.73 billion HK dollars in the foreign- exchange market since late Friday to maintain the Hong Kong dollar ’s peg to the US dollar.

Local shares rose after a 0.26 percent gain in the Dow Jones Industrial Average on Friday.

China Mobile led the blue-chip rally, rising 4.2 percent to 80. 35 HK dollars and contributing 76.06 points to the index’s rise.

Aluminum Corp. of China, or Chalco, rose 4.5 percent to 9.22 HK dollars though the company said it expects to swing to a net loss in the first half.

Investors neglected the warning due to strengthening metals prices and bought the stock amid hopes of a turnaround in profitability in the second half, according to analysts.
