Turnover fell to 80.90 billion HK dollars (about 10.45 billion US dollars) from Friday’s 83.64 billion HK dollars (about 10.80 billion US dollars).

The sense of wonder appeals to not only blockbuster producers, but also every one of us. From time to time, we tend to pin our hopes on something, wishing that it will magically extract us from a challenging situation.

Previous rounds of the US-China Strategic Economic Dialogue (SED) have taken place amid high expectations. Although there has been steady progress made, and both sides have listened closely to each other’s positions, it wasn’t the miraculous breakthrough many people were hoping for, leading to complaints that the Strategic Economic Dialogue fails to produce either strategy or dialogue.

What will come of the new “Strategic and Economic Dialogue” (S&ED) – now with bonus ampersand – is still unknown, but it’s of even more significance than the previous events. According to the Obama administration, the S&ED will tackle long-term strategic and economic objectives between China and the US. Pretty abstract, isn’t it? The dialogue is even more complicated than before, given the complexity of the bureaucratic process involved, the efforts to match on issues of the key US and Chinese players, and the wide sweep of issues on the agenda.

China sent 28 minister-level officials from Beijing to Washington. On the US side, both the legendary Secretary of State Hillary Clinton and the “old China hand” Treasury Secretary Timothy Geithner, are going to co-chair the opening ceremony of S&ED attended by US President Barack Obama. One can imagine the thoughts going on in the heads of politicians, and the big and small dramas that the press will capture and no doubt enjoy.

The Washington press corp have already begin to predict that both sides will be as focused on managing the logistics of a bureaucratic circus as achieving concrete results.

So, why do we need the S&ED, in all its complexity? Five years ago, former US Deputy Secretary of State Robert Zoellick said something that might help to explain. He said that “it is time to recognize China for what it is and may become, not what we imagine China to be.”

What exactly is China to the US and the US to China? Analyzing such an intertwined relations could be very difficult. But China’s influence and national interests are now far broader than they have been at any time in the history of People’s Republic of China and the prospect for mutually reinforcing diplomacy or diverging diplomatic strategies is also greater than it ever has been.

That’s how a handful of fugitive bombers of the Jemaah Islamiyah (JI), an Indonesia-headquartered militant group with close ties with the Al Qaeda network, took roots and slowly regained clout in the insurgency-infested southern Philippines, officials and analysts said.

But this interaction has apparently entered another level with JI operatives expanding their network and trying to forge an alliance with small groups of local extremists struggling for survival, said Rodolfo “Boogie” Mendoza, a top Filipino counter-terrorism researcher.

“The terrorist threat is real and serious,” Mendoza told Xinhua in an exclusive interview.

He said around ten Indonesian bombers arrived late last year, bringing the total number of JI operatives hiding in the jungles of southern Philippines to 40, headed by a certain Indonesian national Usman Riesal and two prime suspects in the deadly bombings in Indonesia’s tourist island of Bali in 2002.

“But more importantly there are also Filipinos being recruited, and things become complicated,” said Mendoza, who retired from the police force last year with nearly 20 years of experience in terrorist investigation.

Aiming to spread its network across the Southeast Asia, JI has set its foot on the Philippine soils as early as 1997 and is believed to have instructed Filipino Muslim militants into setting off five bombs in Manila on Dec. 22, 2002, killing 22 people.

Founded by Islamic extremists in Indonesia in the early 1990s, JI is now seen able to infiltrate into the Philippines, Singapore and Malaysia to cooperate with local militants.

A string of explosions rocked southern Philippines in the past three weeks, killing 12 people and injuring over 100 others. While in Indonesia’s capital of Jakarta, suicide bombers attacked two posh Western hotels on July 17, leaving nine dead and 61 wounded.

National Security Adviser Norberto Gonzales on Thursday told Manila-based foreign reporters that these blasts, all bearing highly-suspected JI characters, seem to be connected.

Peter Hessler has left his own unique mark upon China

Whether teacher, correspondent or writer, Peter Hessler has left his own unique mark upon China.

As a teacher, he taught English language and literature to Chinese students, most of whom became English teachers and taught English in the remote countryside after graduation.

As a correspondent, he wrote dozens of stories for different US newspapers and magazines informing readers across the Atlantic about China.

As a writer, he published River Town and Oracle Bones, two books which have heavily influenced foreign readers, but have also proven popular with well-educated Chinese hungry for a savvy foreign perspective on their country.

Having made his impact upon China, Hessler would be the first to admit the country has also shaped him. Through China, Hessler is now an acclaimed writer and it was in China that he met his Chinese-American wife, former Wall Street Journal correspondent and Factory Girls author Leslie T. Chang.

“From my first experience in China, I learned what it’s like to be different from everybody else. I learned to be patient. That’s the only way to learn Chinese in a place like that,” he said.

“And I didn’t take myself so seriously. It’s important to have a sense of humor in such situations.

“I was also changed by my students, who were from poor backgrounds and appreciated the opportunity to study English at a college. They worked hard. It helped me try to make the most of my time in China.”

China to stick to proactive fiscal policy

The Chinese government has made clear Thursday that it will continue its proactive fiscal policy in the second half of this year to maintain its economic growth as government leaders reiterated the stance, for there are still uncertainties ahead.

Finance Minister Xie Xuren told local financial bureaus at a conference in Beijing on Thursday that the proactive policies, which included increased investment from the government, tax cuts and subsidies to low- income families, had taken effect in stimulating the recovery of the national economy.

The Chinese economy expanded 7.9 percent from a year ago in the second quarter of this year, driven by a surge of fixed-asset investment backed by government fiscal policies.

The economic growth rate accelerated from the 6.1 percent in the first quarter of this year and the 6.8 percent in the fourth quarter of last year.

To weather the global economic recession, the Chinese government unveiled a four-trillion-yuan stimulus package in November to revive the world’s third largest economy, which was slowed by tumbling exports. The central government promised a 1.18trillion yuan investment.

By the end of June, 591.5 billion yuan (86.6 billion US dollars) out of the total investment from the central government had been allocated, which boosted a 33.5 percent jump of fixed-asset investment in the first half of this year. It was the highest level in the last five years.

The ministry’s decision came as Chinese leaders vowed to continue the current policies.

Chinese President Hu Jintao said Thursday that China should adhere to its proactive fiscal policy and moderately easy monetary policy to ensure a stable economic growth as the recovery is not yet solid.

The news was parsed and Tweeted, rued and debated. This was, after all Henry “Skip” Gates: Summa cum laude and Phi Beta Kappa graduate of Yale. MacArthur “genius grant” recipient. Acclaimed historian, Harvard professor and PBS documentarian. One of Time magazine’s “25 Most Influential Americans” in 1997. Holder of 50 honorary degrees.

If this man can be taken away by police officers from the porch of his own home, what does it say about the treatment that average blacks can expect in 2009?

Earl Graves Jr., CEO of the company that publishes Black Enterprise magazine, was once stopped by police during his train commute to work, dressed in a suit and tie.

“My case took place back in 1995, and here we are 14 years later dealing with the same madness,” he said Tuesday. “Barack Obama being the president has meant absolutely nothing to white law enforcement officers. Zero. So I have zero confidence that (Gates’ case) will lead to any change whatsoever.”

The 58-year-old professor had returned from a trip to China last Thursday afternoon and found the front door of his Cambridge, Mass., home stuck shut. Gates entered the back door, forced open the front door with help from a car service driver, and was on the phone with the Harvard leasing company when a white police sergeant arrived.

Gates and the sergeant gave differing accounts of what happened next. But for many people, that doesn’t matter.

They don’t care that Gates was charged not with breaking and entering, but with disorderly conduct after repeatedly demanding the sergeant’s name and badge number. It doesn’t matter whether Gates was yelling, or accused Sgt. James Crowley of being racist, or that all charges were dropped Tuesday.

All they see is pure, naked racial profiling.

“Under any account … all of it is totally uncalled for,” said Graves.

“It never would have happened — imagine a white professor, a distinguished white professor at Harvard, walking around with a cane, going into his own house, being harassed or stopped by the police. It would never happen.”

Racial profiling became a national issue in the 1990s, when highway police on major drug delivery routes were accused of stopping drivers simply for being black. Lawsuits were filed, studies were commissioned, data was analyzed. “It is wrong, and we will end it in America,” President George W. Bush said in 2001.

Yet for every study that concluded police disproportionately stop, search and arrest minorities, another expert came to a different conclusion. “That’s always going to be the case,” Greg Ridgeway, who has a Ph.D in statistics and studies racial profiling for the RAND research group, said on Monday. “You’re never going to be able to (statistically) prove racial profiling. … There’s always a plausible explanation.”

Federal legislation to ban racial profiling has languished since being introduced in 2007 by a dozen Democratic senators, including then-Sen. Barack Obama.

U.S. Rep. Danny Davis, D-Ill., said that was partly because “when you look at statistics, and you’re trying to prove the extent, the information comes back that there’s not nearly as much (profiling) as we continue to experience.”

But Davis has no doubt that profiling is real: He says he was stopped while driving in Chicago in 2007 for no reason other than the fact he is black. Police gave him a ticket for swerving over the center line; a judge said the ticket didn’t make sense and dismissed it.

“Trying to reach this balance of equity, equal treatment, equal protection under the law, equal understanding, equal opportunity, is something that we will always be confronted with. We may as well be prepared for it,” he said.

Amid the indignation over Gates’ case, a few people pointed out that he may have violated the cardinal rule of avoiding arrest: Do not antagonize the cops.

The police report said that Gates yelled at the officer, refused to calm down and behaved in a “tumultuous” manner. Gates said he simply asked for the officer’s identification, followed him into his porch when the information was not forthcoming, and was arrested for no reason. But something about being asked to prove that you live in your own home clearly struck a nerve — both for Gates and his defenders.

“You feel violated, embarrassed, not sure what is taking place, especially when you haven’t done anything,” said Graves of his own experience, when police made him face the wall and frisked him in Grand Central Station in New York City. “You feel shocked, then you realize what’s happening, and then you feel it’s a violation of everything you stand for.”
